Most development consultants have never carried a project on their own balance sheet. Most developers have never had to write down, for a stranger, why a deal works. We do both.
AIRE started from a simple observation: the people with the best information about a piece of land, the ones who have entitled it, financed it, built on it, and held it through a cycle, rarely sit on the same side of the table as the person deciding what to do with it. Landowners get opinions from brokers who are paid on the sale, from engineers who are paid on the plan, and from lenders who are paid on the loan. Nobody gets paid to say "don't."
Our Land Development Analysis was built to be that answer. Six sections, one recommendation, every number traceable to the evidence behind it. We deliver it the same way for half an acre inside the loop as for two hundred acres in Montgomery County, and we've told more than one owner that the project they wanted doesn't pencil.
The other half of the firm is the reason people believe the first half. Through affiliated and joint-venture entities, AIRE owns and operates more than 100 units across Texas: multifamily repositionings, ground-up infill in neighborhoods other builders passed over, and single-family renovations scoped only to what the comparables will carry. We underwrite for the return, and we hold ourselves to what the building does for the block it sits on.
Housing is the point, and so is the double bottom line. Affordable and workforce housing, New Markets Tax Credits, Low-Income Housing Tax Credits, and Opportunity Zone structures run through much of our work, and it's the lens we bring to every site, whether the client is a family with inherited acreage, an investor underwriting a purchase, or a municipality trying to get something built.

Mr. Marshall brings over 26 years of professional experience in real estate development, capital formation, and operations management to AIRE Development Group. He currently serves as Vice President of Development & Operations at Houston Business Development, Inc., where he directs the management of 160,000 square feet of Class B commercial office space and oversees many public, private, and mixed-use redevelopment projects. His expertise in joint venture structuring and capital strategy has facilitated the successful assembly of over $100 million in development capital across multiple initiatives.
Prior to his current role, Mr. Marshall served as Chief Operations Officer at Bethel's Place Properties and as Director of Community Development & Real Estate for the City of Bryan, Texas, where he managed multimillion-dollar budgets, implemented operational systems, and led significant real estate development programs across both public and private sectors. His experience spans the full project lifecycle, from site acquisition and entitlement through construction management and asset stabilization.
Mr. Marshall's dual public- and private-sector background provides critical expertise in navigating regulatory environments, structuring tax-advantaged financing, and executing community-oriented real estate investments at scale.

Mr. Marshall brings institutional finance expertise and rigorous analytical discipline to AIRE Development Group's acquisition and asset management activities. He previously served within JPMorgan Chase & Co.'s Community Impact Banking division, where he managed a portfolio of over 150 business clients generating annual revenues from $500,000 to $100 million. In this capacity, he developed and executed tailored financial strategies, conducted market segmentation analyses, and drove capital deployment initiatives for diverse, women-owned, and veteran-owned enterprises.
Prior to JPMorgan Chase, Mr. Marshall served as a Financial Analyst at Citigroup, Inc., where he prepared comprehensive financial budgets and forecasts for the U.S. Personal Banking business and ensured compliance with regulatory reporting requirements for banking and broker-dealer entities. His tenure at two of the nation's largest financial institutions provided deep fluency in underwriting discipline, credit analysis, and risk-adjusted return evaluation, competencies directly applicable to multifamily acquisition and asset repositioning.
Mr. Marshall's ability to synthesize complex financial data, build institutional-grade proformas, and evaluate risk across diverse asset classes strengthens the firm's capacity to identify, underwrite, and execute apartment acquisition opportunities with precision.
